The current state of mods for Stonehearth simply isn't ready for that kind of function and won't be until after all the built-in mod manager features are up and running. The Steam workshop, on the other hand, is designed to be a "one click solution" where users never have to go beyond hitting that button. Such users are expected to kind-of know what they're doing first. Modding isn't fully supported in the game yet the partial implementation is there so that users can test it out. Imho adding ingame mod support without adding steam mod managment is asking for trouble with stupid lusers copying files to wrong directories.
